Is it legal for a public school to a tire on a trunk that the school considers it set for illegally parked? I know that the police who may be called to tow the car, but it is legal for the school put a shoe in the car without the intervention of the police.

Any vehicle which is parked on the property managed by the school in compliance with the parking rules established by administrators or school board / local govt. Think of him as someone from a vehicle parked on private property, not start the car, and can therefore school administrator.
